Rosy’s History
Rosy Rios is a Professional Engineer and Licensed Certified General Contractor with over 20 years of experience in forensic engineering, structural evaluations, construction engineering, property condition assessments, and catastrophe-related damage investigations. Throughout her career, she has worked on residential, commercial, industrial, institutional, and municipal projects, providing engineering expertise for a wide range of complex building failures and property losses.
Her experience includes the evaluation of damage resulting from wind, hail, flooding, moisture intrusion, construction defects, structural settlement, and other failure mechanisms. She also has extensive experience performing roofing system evaluations, structural damage assessments, due diligence studies, construction oversight, and forensic investigations in support of insurance claims and construction-related disputes.
In addition to her engineering expertise, Rosy is a Licensed Certified General Contractor with hands-on experience in new construction, renovations, and large-scale repair projects. She has successfully managed multidisciplinary engineering teams, mentored engineers, and led complex engineering projects throughout the southeastern United States, bringing both technical knowledge and practical construction experience to every assignment.

As a Project Engineer with Team Complete, Rosy leads the firm’s Forensic and Structural Engineering projects, including forensic inspections, preparation and review of forensic reports, engineering design, construction and design documents, client interface, business development, and company leadership.
She provides Professional Engineering services related to Forensic Engineering, Structural Design, and Construction Services for a wide variety of projects involving new construction, renovations, and large-scale repair efforts. Her work supports a diverse client base, including attorneys, property owners, insurance providers, and construction contractors.
Rosy’s technical expertise, combined with her construction background and leadership experience, allows her to deliver practical engineering solutions and expert analysis for complex projects throughout the southeastern United States.
